What Palm Coast actually is — a planned ITT city in Flagler County, not a suburb of somewhere else.
Where is Palm Coast?
Palm Coast is in Flagler County, on Florida’s northeast coast, between St. Augustine and Daytona Beach. I-95 and US-1 run north–south; SR-100 and Palm Coast Parkway are the east–west spines. The Atlantic is about 15 minutes from Town Center via the Hammock Dunes Bridge or SR-100 to Flagler Beach. Jacksonville is roughly an hour north; Orlando is a longer inland drive.
How big is Palm Coast now?
Past 110,000 people and still growing. It does not look like that number. There is no skyline, most of the housing is single-family on the original ITT grid, and the “downtown” is Town Center at I-95 and SR-100 plus a few parkway nodes. Budget extra time for parkway traffic at 5 p.m. anyway — the population showed up faster than some of the roads.
Why do the streets start with the same letter?
ITT Community Development planned Palm Coast in the late 1960s. Each neighborhood got a letter. Inside that section, street names start with the same letter: C streets in the C Section (Palm Harbor), B streets in Indian Trails, W in Pine Lakes, and so on. Double letters (BL, LL) are planning leftovers, not lifestyle labels. The letter is a map. Flood, schools, and whether a canal reaches the Intracoastal are parcel-specific.
Is Palm Coast the county seat?
No. Bunnell is the Flagler County seat — courts, the jail, many county offices. Palm Coast is the large city. Flagler Beach is its own city on A1A. Beverly Beach and Marineland are small coastal towns. When someone says “go to Bunnell for that,” they mean a county function, not that Palm Coast lacks grocery stores.
What airport do people actually use?
Daytona Beach International (DAB) is the closest, about 30 minutes south of Town Center, with a thinner flight map. Jacksonville International (JAX) is the practical hub for most itineraries — roughly 75–90 minutes north depending on I-95. Orlando (MCO) is the big-trip option. Flagler Executive Airport in Bunnell is general aviation, not a commercial alternative.
Is this a snowbird town or a year-round city?
Both, and the mix has shifted. Winter still brings seasonal residents; schools, two hospital campuses, and a six-day parkway commute are year-round. If you are moving as a primary residence, you will have neighbors who live here in July. If you are buying a second home, expect HOA and insurance questions as if you lived here full time — carriers do.

Which section should I buy in?
There is no single “best” letter. C and F (Palm Harbor) are the east-side water and golf story. B (Indian Trails) and P (Belle Terre / Pine Grove) are the everyday residential grid with parks and schools. W (Pine Lakes) is central and convenient. L (Matanzas Woods) leans north toward St. Augustine. R, E, S, and U lean south toward I-95 and Daytona. Grand Haven is gated and amenity-rich. What’s the difference between a canal lot and an inland street?
A saltwater canal lot in Palm Harbor can mean a boat behind the house and a seawall to maintain. Some canals go through to the Intracoastal; some don’t — that is a dock-and-map question, not a listing-photo question. Inland lettered streets usually mean more house for the money, simpler flood conversations, and no lift. Tour one of each on the same Saturday before you fall in love with a kitchen.
Do original ITT lots have a CDD or HOA?
Most original ITT plats have no CDD and no mandatory HOA. That is one of the quiet reasons people pick Palm Coast over newer master-planned suburbs. Gated communities (Grand Haven and several Hammock villages) do have HOAs and amenity fees. Some newer south-side construction carries a CDD — often $100–$250 a month. Always read the estoppel, not the brochure.
Is Grand Haven “in” Palm Coast?
Yes — it is a master-planned, gated community on the Intracoastal side of the city, with golf, a nature preserve, and villages inside it (including The Crossings and Wild Oaks). It is not an ITT lettered section. Expect HOA math, amenity access, and a different monthly carrying cost than a B or W street.
Is the Hammock part of Palm Coast?
The Hammock sits on the barrier island east of the Intracoastal, reached via the Hammock Dunes Bridge. It is Flagler County coastal living — golf communities, condos, A1A — adjacent to the city more than it is another lettered section. Flood, wind, and association rules are parcel-specific and usually heavier than inland Palm Coast.
Can I live in Town Center?
Town Center is the civic and shopping hub along SR-100 at I-95: City Hall, big-box, dining chains, Central Park. People orbit it from Cypress Knoll, Belle Terre, and the south sections more than they “live in Town Center.” If walkable errands are the goal, look at the streets next to it (especially the E Section) rather than expecting a downtown loft scene.

Are the homes on this site a live MLS?
No. The listings page is a September 2026 snapshot of real Palm Coast and Flagler Beach properties, for orientation. Confirm status, price, and days on market with a licensed agent. Featured directory shops such as Watson Realty treat the first tour like a briefing, not a loop of listing photos.
What should I verify before writing an offer?
Flood zone (FEMA map, not the seller’s memory). Whether the canal, if any, reaches navigable water. Seawall condition. Roof age and wind-mitigation credits. HOA/CDD estoppel. School assignment — lettered sections are not zones. A homeowners + wind + flood quote you would actually bind, not a round number from a Facebook group. Septic vs. city sewer on some older or edge parcels.
New construction or a 1970s ITT house?
Original homes often sit on larger lots under pines, with no CDD. They may need roofs, electrical, and windows that meet current wind code — budget the inspection. Newer production housing (especially Seminole Woods / south sections) is tighter, still filling in, and closer to I-95. Neither is automatically “better.” Walk both.
Condo on A1A or a house inland?
A1A condos and Flagler Beach cottages are a different market: association health, flood/wind, rental rules, and parking. Inland single-family is the Palm Coast default. If you want the ocean every morning, price the insurance before you price the kitchen. The calculator’s Flagler Beach and Hammock presets exist for that shock.
Do I need flood insurance if I pay cash?
Lenders in AE/VE zones will require it. Cash buyers can skip it — and then own the entire loss. Standard homeowners policies exclude flood, including canal overflow and storm drain backup that meets the flood definition. Flagler’s NFIP averages sit below South Florida; AE canal lots and VE beach rows do not. Bind it while the sky is boring. There is a waiting period.

What is the property tax rate in Palm Coast?
Flagler County bills in mills ($1 per $1,000 of taxable value). Using the Tax Collector’s 2025 table — still the working 2026 numbers — Palm Coast city millage is 4.0893, plus county operating and debt, schools, mosquito, FIND, and the St. Johns River Water Management District. Combined that is about 18.17 mills. Flagler Beach’s city millage is higher (5.45), so the combined rate there is about 19.54 mills. Your TRIM notice is the authority, not this paragraph.
How does the Florida homestead exemption work here?
If the house is your permanent residence, homestead takes $25,000 off assessed value for all levies including school, and another $25,000 off non-school levies (on value between $50,000 and $75,000). File with the Flagler County Property Appraiser by March 1. It also unlocks the Save Our Homes cap (3% or inflation, whichever is lower) on assessed-value growth. A September closing usually means a year at the full millage before the exemption lands. You generally needed to own and reside by December 31 of the prior year.
How much is homeowners insurance?
Palm Coast sits above the national average and below South Florida barrier-island markets. Inland lettered streets often land in the mid-four figures a year for a typical single-family; canal, Hammock, and A1A run higher. Roof age, wind mitigation, Citizens vs. private, and deductibles can move this thousands of dollars. Get a quote before you waive the insurance contingency. How much is flood insurance in Flagler County?
Countywide NFIP averages have recently sat well below the Florida mean — many Zone X policies in the mid-hundreds to low thousands a year; AE canal lots higher; VE/coastal rows higher still. Palm Coast’s canals and the island are why “we’re inland of A1A” is not a flood argument. Price the zone on the specific parcel.
What does a $450,000 house actually cost each month?
On an inland lettered section, homesteaded, with typical flood and no HOA, the carrying cost (tax + wind + flood + utilities) currently pencils around $1,200 a month before the mortgage — closer to $3,500 all-in with 20% down at 6.5%. A canal lot or Flagler Beach address at the same price is a different page. That is the point of the calculator.
What will my utility bill look like?
FPL is the electric company. Inside the city, water, sewer, and trash are typically billed by Palm Coast — set them up with closing documents, not after the truck. Palm Coast water/sewer sits on the higher side of the region; Flagler Beach’s water/sewer is higher still. A realistic bundled stack (electric + city + internet) is often $350–$420 a month for a typical house, more with a pool or a boat lift. Ask for a 12-month utility history on any house you tour.
Does Florida have a state income tax?
No. That is a real part of the math, especially for retirees and remote workers. It does not cancel property tax, insurance, or the city utility bill. Model those honestly and the “no income tax” line still helps.
Storms & flood
Hurricane season is June 1–November 30. Flagler has a plan; you need one too.
When is hurricane season?
June 1 through November 30. Peak activity for this coast is typically August–October. Named storms can arrive earlier or later. Set up ALERTFlagler and the kit in May, not when the cone is on the evening news.
What is ALERTFlagler?
The county’s free alert system — text, email, and phone, tied to your address. Turn on flash flood, severe thunderstorm, tornado, and extreme wind at a minimum. Quiet hours still break for evacuations and tornadoes. PalmCoast.Life is a local guide, not the EOC. When a storm is named, Flagler County Emergency Management and the National Hurricane Center are the voices that count.
Will I have to evacuate?
Flagler names neighborhoods when it actually evacuates — the planning map is homework, not the order. Barrier island, low-lying canal, and mobile/RV residents should plan as if they will leave on a serious surge threat. Inland lettered sections are often a shelter-in-place / know-your-zone story, not a guarantee. If you live in a mobile home or RV, plan to leave even if the map looks quiet. Know two driving routes; I-95 will clog.
Can the canals flood if I’m not on the beach?
Yes. Storm surge and heavy rain can push water backward through the saltwater canal system into Palm Harbor streets that feel “inland.” That is why locals tour with a map and why flood insurance is not only an A1A product. Seawalls, elevation, and the specific canal’s connection to the ICW all matter.
What belongs in a Flagler storm kit?
Water, meds, documents (insurance, IDs, pet records), battery radio, lights, cash, fuel plan, and a way to get ALERTFlagler if the power is out. The storm page has a checklist that saves on this device. If you need a special-needs shelter, register with the county before a storm is named — not during.

How long do I have to get a Florida driver license?
You generally have 30 days after becoming a resident to get a Florida license and register vehicles. Bring your out-of-state license, proof of residence, and VIN. Flagler’s Tax Collector handles plates — book a slot rather than walking in on a Monday. Homestead is a separate filing with the Property Appraiser (March 1 deadline for the tax year).
What should I do in the first 30 days?
FPL and city water/sewer/trash before the truck. Internet two weeks out if you can. Homestead and license on the calendar. A primary-care appointment the week you have a closing date — wait lists are real. Walk Flagler Beach at sunrise once so the city makes sense. Where do I get my mail?
Most lettered sections are regular USPS street delivery. Some gated communities use cluster boxes. File a change-of-address before the truck, and put the new house number on the mailbox the week you close — Flagler carriers are not telepathic. City utility bills go to the service address unless you say otherwise.
What about pets, wildlife, and the yard?
Flagler County has mosquitoes (there is a millage for that), palmetto bugs, and the occasional snake or gator in a canal or lake. Screened lanais are a lifestyle, not a luxury. Leash laws exist; the beach has its own rules by season and city. If you are coming from a freeze-every-winter climate, budget for year-round yard work or a lawn service.

Is Flagler Beach the same as Palm Coast?
No. Flagler Beach is its own city on A1A: a low-rise downtown, the pier, surf shops, oceanfront restaurants, cinnamon-colored sand. People move to Palm Coast for the neighborhoods and drive 15 minutes here for the water. Parking is free. The skyline stays short on purpose.
Which beach should I actually go to?
Flagler Beach is the everyday beach — pier, A1A, breakfast after a swim. Gamble Rogers and the Hammock accesses are quieter, more dune. Washington Oaks is coquina and gardens, not a swim-all-day scene. Drive A1A once in each direction instead of picking from Instagram.
Where do I put a boat?
Backyard saltwater in C/F if the canal actually goes through — confirm depth, bridges, and the seawall. Otherwise a ramp or marina. The Intracoastal, the Matanzas, and nearshore Atlantic are the local water. Trailering from an inland section is normal. Budget the lift, the insurance, and a summer electric bump if you keep the boat at the house.
Is there red tide?
Northeast Florida is not the Gulf. Red tide is uncommon here compared with Southwest Florida. You will still get seaweed, jellyfish, and the occasional water-quality advisory after heavy rain. Check the local reports, not a statewide panic headline.

Schools, doctors, grocery, jobs, and what Saturday actually looks like.
How are the schools?
Palm Coast is served by Flagler Schools. The two high schools are Flagler-Palm Coast High and Matanzas High. Elementary campuses that come up often include Lewis E. Wadsworth and Rymfire. Ratings vary by campus — check the specific school, not a citywide average. Lettered sections are not school zones. Confirm assignment with the district before you write an offer. Capacity at the high-school level is the tighter constraint as new construction continues. St. Elizabeth Ann Seton is the Catholic school most families ask about.
Is there a real hospital?
Yes. AdventHealth Palm Coast (near I-95 and SR-100) and AdventHealth Palm Coast Parkway give the city two full-service campuses. You no longer have to default to Daytona for acute care. Primary care and some specialties still have wait lists because the population grew faster than the physician bench. Start the week you have a closing date. Urgent care along the parkway is the after-hours non-emergency option.
Where do people actually shop?
Palm Coast Parkway and Town Center / SR-100 are the everyday grocery and big-box runs. European Village is restaurants and a Sunday market, not a full grocery. Flagler Beach has small A1A shops. If you are used to a walkable downtown grocer, this is a car city with good parking.
Can I find work here, or is it a retiree zip code?
Healthcare, construction, education, hospitality, retail, and county/city government are the local bench. Many residents commute north toward St. Augustine / Jacksonville or south toward Daytona, or work remote. If your job is in Orlando every day, this is a long choice. If your job is a laptop and a hospital system, it pencils. The section quiz asks where the weekday goes for a reason.
What does a Saturday look like?
Flagler Beach market or the pier at sunrise, European Village market on Sunday 12–4, a farmers-and-trucks evening on Old Kings when it’s on the calendar, Washington Oaks or a hammock trail if you want shade, golf if that’s why you moved. Creekside in November is the weekend the whole city leaves the house. The events page is the local calendar, not a tourism bureau feed.
Is the internet good enough to work from home?
Spectrum and a handful of fiber builds cover most sections; availability is street-specific. Order two weeks before you arrive. The original ITT grid was not designed for everyone’s Zoom call at 9 a.m., but it has caught up in most tracts. Confirm the address, don’t assume the section.
Can I paint the house whatever color I want / park a boat in the drive?
On most original ITT lots, yes within city code — there is no architectural review board on a B street. Gated and some newer communities are a different document. Boat and RV parking is a city-and-HOA question; don’t take the neighbor’s setup as the rule. Read the code enforcement page and the estoppel.
